The Confusion Problem
Every AI subscription advertises generous usage, but they all measure it differently. OpenAI uses “unlimited*” with guardrails. Anthropic counts messages per 5-hour window. Google uses a 5-hour limit plus a weekly limit. Cursor uses weekly usage pools. Devin (formerly Windsurf) uses a daily and weekly quota.
Understanding what you actually get requires translating each vendor’s system into comparable terms.
The Five Limit Models
1. OpenAI: Dynamic Guardrails
Plans: ChatGPT Plus ($20/mo), Pro (from $100/mo, with $200/mo and $500/mo tiers)
OpenAI does not publish fixed message caps. Instead, Plus offers “unlimited*” interactions with dynamic guardrails that throttle usage during peak demand. Pro gets higher priority and fewer restrictions.
What this means in practice: You rarely hit hard walls, but during busy periods, responses may slow down or you may be temporarily downgraded to a lighter model. Credit top-ups cover Codex usage beyond included allocations.
2. Anthropic: Session-Based Windows
Plans: Claude Pro ($20/mo), Max 5x ($100/mo), Max 20x ($200/mo)
Anthropic uses a 5-hour rolling window. Claude Pro guarantees at least 45 short messages per window, resetting every 5 hours. Message length affects the count: longer prompts consume more of the allocation.
What this means in practice: You get predictable bursts of usage with clear reset times. If you hit the cap, you wait for the window to reset (max 5 hours). Extra usage can be toggled on at API rates.
3. Google: 5-Hour and Weekly Limits
Plans: AI Plus ($4.99/mo), AI Pro ($19.99/mo), AI Ultra ($99.99/mo)
Google limits are compute-based and refresh every 5 hours until you reach a weekly limit. Plans multiply the standard limit that applies without a subscription: AI Plus gets 2x, AI Pro gets 4x, and AI Ultra gets 5x or 20x the AI Pro limit depending on the tier. A complex prompt, a long chat, media generation, Deep Research, the Pro model and extended thinking all use more of the limit.
What this means in practice: There is no fixed message count, so how far a limit goes depends on how you use it. Light chat rarely hits it, while heavy media or reasoning work can. If you reach the weekly limit, you can extend it by purchasing AI credits.
4. Cursor: Weekly Pools and Prepaid Credit
Plans: Plus ($8/mo), Premium ($30/mo), Super ($100/mo), Ultra ($200/mo)
On The X Subscription, Cursor gives one weekly pool for its own models (Grok 4.7, Grok 4.6, Grok 4.5, Composer 2.5), shared with Grok. Premium has 4x the Plus pool, Super 15x and Ultra 50x. Third-party models (Claude, GPT, Gemini) are not in the pool: they are billed at API list price from prepaid credit on Premium and above, and not available on Free and Plus.
What this means in practice: Two meters to watch. The weekly pool resets every week, and prepaid credit for third-party models drains at API price. Legacy Pro, Pro+ and Ultra, which new customers can no longer buy, instead keep two monthly pools (Cursor Models and Other Models).
5. Devin: Daily and Weekly Quota
Plans: Pro ($20/mo), Max ($200/mo)
Windsurf is now Devin Desktop. Each paid Devin plan has a usage allowance that refreshes automatically on a daily and weekly basis and is shared across Devin Desktop, Devin Cloud, and Devin CLI. Max has significantly higher quotas than Pro. Extra usage can be purchased at API pricing. Free has a light quota.
What this means in practice: Cost per message varies with the model, the task size, and the reasoning required. Mini and open-source models such as Haiku, GPT 5.2 Mini, and Kimi K2.5 make the quota last longer.

Which System Is Best for You?
- Hate tracking usage? OpenAI’s unlimited* feel is the least friction.
- Want predictability? Anthropic’s session windows have clear reset times.
- Want to pay for third-party models only when you use them? Cursor’s prepaid credit bills them at API list price.
- On a budget? Devin Pro at $20/month or Google AI Plus at $4.99/month offer the lowest entry points.
